Confined Space Entry Training

A confined space is "a space in which, because of its construction, location, contents or work activity therein, the accumulation of a hazardous gas, vapor, dust or fume or the creation of an oxygen-deficient atmosphere may occur."

Ontario Regulations (Industrial and Construction) define a confined space as a space" to which or from which, access or egress is restricted and a space in which, because of its construction, location, contents or work activity therein, the accumulation of a hazardous gas, vapor, dust or fume or the creation of an oxygen-deficient atmosphere may occur."

Approximately 300 fatalities occur in confined space across Canada and the United States each year. These deaths occur in some very common places - sewers, pipelines, tanks, silos, vaults, etc. The majority of the people who die in these spaces are would-be rescuers - people who see someone else in trouble and enter the space to help the victim!!

If we can prevent a worker from passing out or getting hurt in a confined space, we will, potentially, be saving two or three would-be rescuers! This training could prevent as many as 80 to 90% of these accidents.

The Industrial and Construction regulations state that confined spaces shall only be entered where there is easy egress from all accessible parts of the space, mechanical equipment is disconnected from its power source and locked out, pipes and other supply lines whose contents are likely to create a hazard are blanked off and the space is tested and evaluated by a 'competent person' who maintains a permanent record of the results.

The employer must appoint a 'competent person' to certify that the space is free from hazards and will remain free from hazards while any worker is in the confined space. The Regulation goes on to specify details regarding ventilation, monitoring, rescue, (should workers inside the space require assistance), breathing apparatus, safety harness, alarms, first aid and sources of ignition.
